Delbert Darin Arpan was born February 3, 1970, in Omaha, Nebraska to Albert Sr. and Rosalyn (Bordeaux) Arpan.

Delbert began his education at St. Joseph’s Boarding School in Chamberlain. In the late 1970’s, the family moved to the Swiftbird area and he attended Swiftbird Day School before continuing his education at the Cheyenne-Eagle Butte School, and later completed his G.E.D.

Delbert enjoyed going to “Stove Creek” in his younger years on horseback to catch pan fish at the 212 Day School Dam. Some of his many hobbies included fishing, cooking, baking, and sewing.
